Letter: Wanted: Just a place to stay dry

As a homeless person I have come to realize the struggle of finding shelter from the elements as well as any sense of personal safety at a place to lay my head at night.

Or even just rest awhile.

Thankfully there are some areas where I’m not run off or harrassed.

However, under no circumstance is one ever allowed to put up a small tent. Not even in the rain.

One can actually be arrested for protecting one’s self and one’s blankets from the pouring rain. I understand laws are laws, but it seems there should be somewhere that one won’t be incriminated for trying to stay dry.
