Findings are out of dept. control

The Madera County Department of Social Services is overpaying government aid recipients — and not doing an adequate job of recouping the more than $4.3 million in overpayments — alleges a recently released Madera County Grand Jury report.

But the Department of Social Services has already taken measures to correct the problem, said its director, Kelly Woodard, in a 12-page response to the 9-page Grand Jury report.

The department distributes several forms of aid and entitlements, including CalWORKS, CalFRESH food stamps, MediCAL and various temporary forms of aid.

Some people, through errors in income reports, are given aid when they aren’t eligible for it. When these mistakes, or in some cases, fraud, are discovered, those recipients are mandated to pay back what they were overpaid...
