Officials react to Grand Jury report

A Madera County Grand Jury report published last week criticized several county officials in the delay of the county’s state-required 2011 Single Audit.

It points to poor communication between the Board of Supervisors, Chief Administrative Officer (CAO) Eric Fleming, appointed Auditor-Controller Marcia Hall and Treasurer-Tax Collector Tracy Kennedy Desmond as the central factor behind the delay.

Compiled over six months, the report was created after complaints were received that Fleming, the county’s CAO for the last three years, “creates a hostile work environment,” “plays favorites with certain employees,” and “uses divisive tactics by pitting department heads against one another.”

As such, much of the report’s criticism is focused on Fleming, and describes him as an intimidatory figure that “at times uses intimidation and threats to obtain compliance with his directions.”...
