Madera County District Attorney Michael Keitz is fighting to keep secret a two-year-old report on how he runs his office.

The report, known among county officials as the Rowley Report, is one of the most talked-about, yet totally secret documents in county government.

Not even the Madera County Grand Jury could get a look at it.

The Rowley Report ― though not titled by that name ― first came to light last year in the Grand Jury’s own report on complaints that had been made by employees of Keitz about how he ran his office...
