Jose Jesus Velasco of Chowchilla was arrested Tuesday night at his home on Avenue 22 1/2 near Fairmead Boulevard. A sheriff’s deputy and detectives recovered a stolen laptop, valued at $700, from the home, spokeswoman Erica Stuart said.
