Child-predator suspects nabbed

Two Madera men and one woman were arrested Thursday on felony charges of conspiracy to commit lewd acts with a minor after an undercover police officer posed as a 13-year-old girl and arranged to meet one of the men for sex.

Charles Ray Cruz, 51, and Ruben Rodriquez Garza, 44, are thought by authorities to have made contact with numerous girls between the ages of 13 and 17 for a period of at least 10 years.

Detective Daniel Foss, the lead investigator in the case, described Cruz as the ringleader of the two’s actions. The men were arrested when Cruz arrived at a meeting spot set up by the undercover officer, Foss said.

“He was meeting with our undercover officer with the intent to have sex,” Foss said of Cruz. “He believed she was 13 and a virgin … he was very explicit in what he wanted to do.” ...
