Auditor hired to examine treasurer’s office

The Madera County Board of Supervisors Tuesday voted to retain an outside consultant to perform an audit of the office of Treasurer-Tax Collector Tracy Kennedy Desmond.

While Kennedy Desmond is not being accused of fraud or malfeasance, a preliminary report made to the county’s Audit Advisory Committee last year pointed out problems with cash handling and internal controls within the Treasurer-Tax Collector’s Office.

The office’s books are some $300,000 out of balance, said Madera County Auditor-Controller Marcia Hall.

In her report to the Audit Advisory Committee, Hall said about $40,000 was usually kept in the treasurer’s vault, many thousand more than necessary. She said cash would be pulled from deposits before those deposits were banked. She also said a security camera set up to transmit a continuous video of the vault had been disabled by covering it.
